Been battling this for a bit now and I’ve hit a brick wall. Three out of about fifty Windows 10 PC’s creators update are getting stuck at “Welcome” when signing in and connected to the network doesn’t happen when I take the Ethernet out. Two laptops are doing this and a desktop. The processing of Group Policy failed because of lack of network connectivity to a domain controller. This may be a transient condition. A success message would be generated once the machine gets connected to the domain controller and Group Policy has successfully processed.

If you do not see a success message for several hours, then contact your administrator. I wouldn’t rule out network – it could be that their NICs are configured differently. Try logging into them using Safe Mode with Networking to see if they react in the same way.

You can use procmon from sysinternals to record your boot process, and disconnect your network after few seconds of hanging on welcome. After logging in check the result and look at lifetime in processtree. That’s easies and probably the fastest way to get details about what is hanging. What AV are you running? From what I’ve been told windows downloads everything in the desktop folder each time they log on, though if its only taking 30 seconds for them on another computer thats probably not the issue.
